I have a JVC 42" TV. (JLC42BC3000). This problem has been going on for a couple years, and I just dealt with it, but it''s now becoming a bigger hassle. I assume the IR sensor went out, but I am not sure. Basically, I can not change the channel/input/volume on my tv, with any remote.

You are probably cheaper off just replacing the sensor itself, if it is at fault, and you can get one and desolder the old one, and solder the new one in.
